We have earlier seen that Jeremiah 28:14 is the prophecy of the Jewish exile to Babylon for seventy years (Jeremiah 25:11).

By the rivers of Babylon, there we sat down
Ye-eah we wept, when we remembered Zion
— Rivers of Babylon



It was God Who empowered Nebuchadnezzar to subdue the nations in servitude to him. By so doing, the nations also served the purpose of God until the appointed time of seventy years when the land of Israel shall be returned to the Jews (Ezra 1:1-3).

It is a continuation of the prophecy of the deportation of the Jews and their return to the homeland.
