Jeremiah 31:32 makes reference to the New Covenant.
In Jeremiah 31:32, we see God Himself drawing reference from the analogy of marriage; He is the husband to the people of Israel.
I infer that God regarded the Old Covenant as a marriage covenant that the people of Israel broke.
They committed adultery.
The apostle explained this in Romans 7:2-4.
He also explained that marriage is meant to be a vivid example of Christ and His Church (Ephesians 5:31-33, The Passion Translation).
It is the precious Blood of Jesus that has ratified this new covenant (Matthew 26:28, Mark 14:22-24, Luke 22:20, 1 Corinthians 11:25, Galatians 3:16, Revelation 1:5).
Hence, hidden within Jeremiah 31:32 is the impending crucifixion of our Lord Jesus Christ.
It was only when the precious Blood of Jesus has been shed that the New Covenant was ratified.
